COUNCIL MEMBERS PRESENT: Joshua A. Weimer, Elmer J. Mast, C. Arlene Lazzaro, Zachary J. Stoltzfus, Tad T. Hite.
MAYFEST STREET CLOSURE REQUEST: Town Council Members considered the Mayfest Street Closure requests as presented. There will be a new location for the garden tractor pull. MOTION: A motion passed approving the Mayfest Street Closures as presented.
OLD BUSINESS: LIVING WATERS – BERKSHIRE DRIVE DEVELOPMENT: – tabled .
TIF ANNUAL REPORT TO FISCAL BODY: Town Council Members reviewed the TIF Annual report. MOTION: A motion passed accepting the 2019 TIF Annual Report to Fiscal Body as presented.
FINANCIAL SERVICE QUOTES FOR ESTABLISMENT OF A FIRE TERRITORY: – tabled.
NEW HIRE AND WAGE & SALARY ORDINANCE AMENDMENT: Town Council Members approved hiring a full time Buildings & Grounds employee. ORDINANCE: The Town Council unanimously passed AN ORDINANCE AMENDING WAGE AND SALARY ORDINANCE NO. II-F-1-d(2) FOR TOWN EMPLOYEES FOR THE CALENDAR VEAR 2019.
SUMMER HELP HIRES & WAGES: Town Council Members approved hiring three Summer Help Employees, two College Students and one High School Student. MOTION: A motion passed approving the hire of two College Students at $14.00 per hour and one High School Student at $13.00 per hour for summer help.
SEWER PLANT EQUIPMENT PURCHASE: Quotes were presented to Town Council Members for a gear box for the digestor at the WWTP. Quotes follow: CEM Supply, Inc. of Coldwater, Ml $10,486.50; Applied Industrial Technologies of Indianapolis, IN $10,495.00; Lakeside Equipment Corporation of Bartlett, IL $16,247.00. Discussion followed. MOTION: A motion passed to purchase a gear box out of the Sewer Improvement/Replacement Fund from CEM Supply, Inc. of Coldwater, Ml for $10,486.50.
WILLIE NELSON CONCERT DEBRIEF: Town Council Members viewed drone footage of the traffic from the Willie Nelson Concert. Discussion followed.
PRE-CONSTRUCTION MEETING – SR 5 SOUTH IMPROVEMENTS. Town Council Members were informed that a meeting with the Construction Company, API; the Town Engineers, DLZ; Town Employees and property owners in the SR 5 South Improvement project area would be held at 10 a.m. at the Town Hall on Monday April 15th.
PLAN COMMISSION MEETING- PUBLIC RESTROOMS: Town Council Members were informed that the LaGrange County Plat Committee has given a positive recommendation for the Town Public Restroom project; the next step will be seeking approval from the LaGrange County Plan Commission.
Sympathy was extended to Officer Brandon Hooley at the loss of his grandfather.
MOTION: A motion passed to approve suspension of the rules for second readings on all Ordinances .
FINANCIAL REPORT: Town Council Members reviewed the March Fund report. It was reported that approvaal was received from the DLGF for all Additional Appropriation requests made by the Town.
MOTION: A motion passed to approve the March 12, 2019 Special Council meeting minutes and the March 14, 2019 Regular Council meeting minutes as submitted.
MOTION: A motion passed approving the Claims Registers, Adjustment Journals and the March Bank Reconciliation as submitted.
Discussion followed regarding the condition of CR 450 and Westview Government Class Student introductions followed.
