COUNCIL MEMBERS PRESENT:  Elmer J. Mast, C. Arlene Lazzaro, Tad T. Hite, Zachary J. Stoltzfus.


The proposed 2020 Shipshewana Police Department Budget was presented to Council Members by Marshal, T. Fitch II.  The main-focus of the Police Department presentation is found on page 5 where requested increases for 2020 are listed.  Discussion followed regarding the growth of the department, the need for up-to-date equipment, and rotation schedules.

The proposed 2020 Fire Department Budget was presented to Council Members by Fire Chief, Chad Miller.  Budget increase items for 2020 were pointed out.  The total budget request for the Fire Department is $202,455.00.  The Fire Operating Budget which Newbury and Van Buren Township share in by set percentage is $159,350.00.  The balance of the proposed request will be paid from the Cum Fire and the Public Safety monies.  It was pointed out that the Townships expect to receive some Public Safety money in 2020, which could reduce the amount received by the Town.

The Clerk-Treasurer reported that June 30th Fund, Appropriation, and Revenue Reports had been provided to Council Members at a previous Council meeting.  Council Members were provided with Budget Form 1’s for 2019 and 2020.  Additional appropriations made during 2019 were reported.  The current Town Tax rate is 1.1785 and the expected growth factor for 2020 is 3.5%.  It was reported that the Town current assessed value is $94,747,697 and $29,320,600 of the assessed value is under appeal.  A proposed Budget Calendar was provided to Council Members.  Council Members reviewed each fund and Town Manager, Bob Shanahan reported that he had requested the new line item in the Food & Beverage Tax Fund for Fireworks.
